Agreements

The Office of Export and Secure Research Compliance (OESRC) assists numerous departments at Virginia Tech with assessing export control, sanctions and research security requirements within agreements that are signed by the university. 

These agreements are signed in accordance with Policy No. 3015: University Contract Signature Policy and Procedures and all agreements should comply with Policy No. 13045: Export Control, Sanctions, and Research Security Compliance Policy

In order to satisfy the necessary export control, sanctions and research security assessments, the office has developed the following procedures and protocols with departments that hold signature authority.

Office of Sponsored Programs (OSP)

The Office of Sponsored Programs (OSP) maintains OSP 10016.  This procedure outlines the requirements necessary to comply with applicable export controls and sanctions, research security, and industrial security laws, statutes, regulations, executive orders, and U.S. government-wide policies governing research activities subject to University Policy 13045.

Outreach and International Affairs

Global Strategic Services administers a review protocol for international agreements such as memorandum of understanding and student exchange agreements. As part of the review protocol, the Office of Export and Secure Research Compliance is integrated into the workflow to assess these international agreements for export control, sanctions and research security requirements.

Information Technology Procurement 

Information Technology Procurement administers a review protocol for software license agreements.  As part of the review protocol, the Office of Export and Secure Research Compliance is integrated into the workflow to assess these agreements for export control, sanctions and research security requirements.
