About the Office of Export and Secure Research Compliance

The Office of Export and Secure Research Compliance works with university departments to ensure compliance with regulations promulgated by U.S. Government agencies, including but not limited to the Department of State, Department of Commerce, and the Department of the Treasury. If an assessment determines that an activity is subject to these regulations, the Office of Export and Secure Research Compliance will assist the university department in obtaining any necessary licenses or government approvals and setting up security measures and protocols to ensure compliance. 

The office manages compliance programs at the university for export control and sanctions, research security, industrial security and associated training requirements.

Office personnel review areas such as:

  • Sponsored research
  • Foreign Persons
  • International travel
  • International shipping
  • Procurement
  • Foreign influence
  • Numerous other areas of international collaboration or controlled technology access

Additionally, the office assists departments in establishing compliance protocols, such as a technology control plan, to prevent unauthorized disclosure of export controlled items and information, controlled unclassified information, and industrial security information. The office also provides technical support/instructions and manages a compliant file share server

The office provides numerous training options for university personnel, including mandatory restricted research training for any personnel added to a technology control plan. Faculty, staff, or students may contact the office for an assessment of activities that may intersect with these regulations.

Teams

Export Controls and Sanctions Team

Export controls are U.S. laws and regulations that regulate and restrict the release of critical technologies, information, and services to foreign persons, within and outside of the United States, and foreign countries for reasons of foreign policy and national security. Sanctions are prohibitions on transactions that can be either comprehensive or selective, using the blocking of assets and trade restrictions to accomplish foreign policy and national security goals. This team conducts export controls and sanctions reviews in areas such as agreements, foreign persons, international travel, international shipping, restricted party screening and numerous other areas of international collaboration or controlled technology access.

Research Security Team

This Research Security Team will assist in setting up security measures and protocols needed to ensure compliance with export controls, sanctions, and research security regulations through the establishment of a technology control plan or other compliance plan.

This team consists of technical experts who can provide information security assistance and/or oversight related to controlled unclassified information and classified information systems.

Industrial Security Team

The Industrial Security Team administers the university’s industrial security program under the National Industrial Security program. This team also manages personnel clearances for faculty, staff, undergraduates, and graduate students depending on the needs of an individual program and customer.
